Heinrich Heine University
University Development Plan
Heinrich Heine University Düsseldorf is committed to the idea of an autonomous university as the center of an informed society and maintains a culture of critical reflection, cosmopolitanism, and tolerance. HHU sees itself as a community of researchers, teachers, and trainees that combines cutting-edge research and excellent teaching in an integrative manner.
The University Development Plan 20.26 aims to sustainably strengthen the performance and attractiveness of HHU in research, teaching and university management.
Committees at HHU
An overview of the organisation and the committees of HHU can be found here. The Rectorate is the central governing body of the university. It consists of the President, the cancellor (Head of the central university administration) as well as four Vice Presidents responsible for different resorts.
The University Council advices the rectorate. Its tasks include participating in the election/dismissal of members of the Rectorate, approving the annual financial statements and commenting on the accountability report. Important aspects of university management, such as the business plan and the university agreement, are subject to its approval.
The Senate is the only central body of the university in which all members of the university are represented. The Senate can discuss and advise on the structure and the duties of the university.
HHU Facts
HHU has grown out of the Medical Academy founded in 1907. In 1965 the university was created by the state of North Rhine-Westphalia. How the university positions itself today can be seen in the current key figures for HHU.
Orientation on Campus
The interactive user guidance system of the University and State Library (ULB) is a useful tool for finding your way around campus. The system provides information on the accessibility of buildings, infrastructure in buildings, catering facilities, and other details. It also allows you to view routes from your current location (in Düsseldorf) to buildings on campus.
In addition, you can view the directions to campus here and have pdf maps of the campus available. This is especially useful when you want to participate in the diverse offer of campus events and activities.
Administration and Organization
General Regulations to be respected
On the intranet, you will find an overview of the essential regulations to be observed at Heinrich Heine University (via intranet access), which relate in particular to your safety and essential obligations. Please read the information provided under the following links carefully and note the resulting obligations.
HHU - Mail
All members of the university obtain an HHU EMail Address (@uni-duesseldorf.de or @hhu.de). This email address is used for internal communication. You are required to check your university email account regularly.
Central Identity management
HHU students and employees automatically receive a university username. At the central Identitäty management plattform (IDM) you can access your personal IDM-Data and chance it (password, HHU Card, main mail address, mailbox size, function accounts, alumni status, service phone). With the registration you agree to our user rules.
WLAN Access
The wireless network (WIFI) EDUROAM forms the wireless network area (WLAN) of the Heinrich Heine University. Users need a university username or an user eduroam ID from their home university to access EDUROAM. Access to eduroam via easyroam
IT Security
To improve IT security at HHU, the Center for Information and Media Technology (ZIM) operates a Computer Emergency Response Team (CERT). Free research and teaching require networks and communication channels that are as secure as possible. Guaranteeing this within the limits of what is technically and personnel-wise feasible is a declared goal of HHU. More information on IT-Security.
For all members of HHU the IT-Safety Training is obligatory.
Software
ZIM offers numerous software products for university use under campus, state, or federal license agreements—in many cases even free of charge. Further information can be found in the Software-Portal of ZIM.
Content-Management-System TYPO3
ZIM provides the Content-Management-System TYPO3 for the editorial processing of the internet presence of HHU and its institutions. In addition to the technical support of the central TYPO3 instance, extensive support materials and documentation are provided.
In addition, the ZIM web hosting server provides authorized user groups at HHU with web space and website hosting. Applicants can use the web space to install applications such as content management systems for operating their own websites. More Information on Webhosting.
Video Conference Tool
CISCO Webex is the tool of choice for HHU members for video conferences with up to 1,000 participants. It is easy to use and largely intuitive. HHU members can create a Webex account free of charge.
Cloud storage
Sciebo is a cloud storage service based on the Owncloud software. The storage locations are the universities of Münster (consortium leader), Bonn and Duisburg-Essen. A total of 30 GB of free storage is available to students and staff.
Internal News and Information
On the Intranet der Heinrich-Heine-Universität employees, teachers, and students can find useful information about HHU, such as news, useful forms, contact persons, and information from the university's departments, especially administrative information. Using the Keywords from A to Z, you can find all important internal HHU information, from cafeteria cards to locksmith services.
University Administration Web presence
In addition to the central management bodies and committees six Divisions as well as eight staff units are the backbone of the central university Administration (ZUV) of Heinrich Heine University Düsseldorf (HHU). IDepartments and administrative offices have detailed websites on the intranet. These also contain links to helpful wikis from the administration and central institutions with explanatory videos, etc.
Human ressources and personnel development
Personnel matters of academic staff
The Team of the Department for Academic Personnel Personal (D3.1.1) takes care of all matters concerning your members of research staff of professors and scientific civil servants (access using the Intranet).
This contains the following measures are part of the service:
- from advertising a vacant position,
- carrying out the recruitment process,
- implementing leave of absence,
- the topics of maternity leave/parental leave,
- secondary employment, etc. to
termination of employment/service.
Information on the remuneration and pensions of civil servants, the law on secondary employment, and many other topics can also be found on the D3.1 pages.
Personnel matters of technical staff
The Unit “Personnel in technical and administrative positions als well as special areas of tariff agreements (D3.2) (access via the Intranet) is responsible for all personnel matters relating to (“non-academic”) employees in technical and administrative roles. The unit assists with recruitment and supports you in all matters relating to personnel and civil service law. The unit also covers the special areas of personnel law relating to Travel arrangements and time management.
Business trip approvals and their accounting, the granting of separation allowances and relocation expense reimbursements, vacation and sick leave matters, as well as working time administration are some of the additional tasks handled here — for academic staff as well as for technical and administrative staff.

Checklists for the onboarding of new employees
If you have recruited new members of staff then you can find helpful and supporting documents (access via the Intranet), and all the necessary organizational information to onboard them (so far only in German).
Heine Research Academies
Support for young researchers is given by several institutions at HHU. Heine Research Academies (HeRA), a joint academic institution formed by the graduate academies of the faculties (iGRAD, medRSD and philGRAD) and the Junior Scientist and International Researcher Center (JUNO) jointly support the career development of early career researchers at HHU. In addition to comprehensive consulting services, information, and contacts, HeRA offers a wide-ranging continuing education program for doctoral candidates, postdocs, and supervisors to help them acquire core competencies and key qualifications.
Equal Opportunities Officer
The Central Equal Opportunities Officer is actively committed to diversity of perspectives and equal opportunities. Together with her team, she advises and supports employees and female students at HHU on issues such as career advancement and discrimination. In doing so, she draws on a wide range of principles and guidelines. Workshops, training courses, and lectures on gender equality issues are offered on a regular basis.

The Family Support Center of HHU is a counseling and support service for students and staff at the university who want to balance family life with work or study.

Onboarding Programme
With the programme – Onboarding@HHU for newly appointed faculty – HHU would like to offer you support and help you get started with your diverse activities at the university.
To onboard your members of staff (Doctoral Researchers and Postdocs) the HHU Welcome Days of Heine Research Academies take place regularly.
Occupational health service
The Occupational health service is responsible for all occupational health matters. These include, among other things:
- Occupational health precautions. The reasons for this are regulated in the appendix to the Occupational Health Care Regulation (ArbMedVV). Mandatory precautions, e.g., for activities involving a risk of infection, are regularly arranged by the employer and are a prerequisite for performing the relevant tasks. Optional preventive care, e.g., preventive care for computer workstations, must be offered to employees regularly by the employer. However, participation is not mandatory. In addition, employees have the option of occupational health care at their request (voluntary preventive care).
Aptitude tests, e.g., in accordance with radiation protection regulations, compressed air regulations, and the North Rhine-Westphalia Rescue Act.
Advice on protective measures in the workplace in accordance with the provisions of the Maternity Protection Act
Advice for employees in connection with their reintegration into working life, e.g., in the case of gradual reintegration according to the Hamburg model or in the case of the workplace integration process, known as the BEM process.
Nutritional counseling with a view to long-term lifestyle changes/changes in eating habits, taking individual circumstances into account, e.g., shift work.
The duty of medical confidentiality also applies to company doctors.
Occupational Safety, Health and Environment (SAUS)
Recognizing and avoiding hazards in the workplace – that is the task of the Occupational and Environmental Safety Unit. It acts in an advisory capacity in the planning and fitting of new buildings, laboratories or offices. In addition, it is responsible for social occupational protection such, for example, as maternity protection and protection of young people at work, etc.
One of its other most important tasks is to advise and support staff at Heinrich Heine University in the safe and environmentally compatible operation of workplaces and technical facilities.

Artificial Intelligence
HeiCAD offers all teachers an innovative online self-study course on generative AI, as well as other informative sessions on the topic of AI.
In addition to technical background information and important legal and ethical aspects, university-specific issues such as exam adjustments and performance assessments are also covered. AI for Teachers helps teachers develop realistic expectations of generative AI tools and use them responsibly.
Service-Center for Good Teaching and Learning (SeLL)
Didactics training for higher education is part of the core business of the Service-Center for Good Teaching and Learning (SeLL). SeLL organizes HHU's university teaching qualification and didactics programme and supports teaching staff in developing their teaching skills. In addition, SeLL staff lead case consultations, conduct evaluations using the Teaching Analysis Poll (TAP), and train student tutors for their tasks.
HHU's Studierendenakademie accompanies students of all faculties on their way into the future and teaches important theoretical and practical competencies for both their studies and a successful professional career.
Their range of events is organised in modules and is usually credited as part of the specialised course of study. In addition to seminars from a wide range of disciplines, the Studierendenakademie also offers an individual career guidance counselling programme as well as additional language qualifications.
Research and Transfer
Scientific Integrity
Pursuant to article 5, paragraph 3 of the Basic Law for the Federal Republic of Germany, science and research in Germany shall be free. Apart from laws that prevent violations of the Constitution, the individual scientists are responsible for conducting research and exploiting the research findings. The Rules on the Principles for Good Research Practice are equaly important as the Regulations on Security relevant research, the Export Control Regulations and the Information on biodiversity and genetic resources from abroad.
Research Support Services
The Department of Research Management and Transfer (D4) of HHU and the Department for Research Management and Transfer of the Medical Faculty provide you with a wide range of support in submitting research grant applications, have information available, and offer you individual advice.

Transfer measures
HHU aims to continuously promote the transfer of ideas, knowledge, and technology between the university, civil society, art and culture, business, and politics. The goal of technology transfer is to make research results as widely usable as possible and to transfer them into social and business practice. Information on transfer activities and services at HHU can be found here. The Medical Faculty has an own strategy for their transfer activities, they are supported by StartUp4MED.
Research Information System
The Research Information System (FIS) is the central source of information for all key figures relating to the research achievements and activities of HHU members and affiliates engaged in scientific work. The project is currently under development; a link will be provided shortly.
Research Data Management
The Management of Research Data (FDM) involves planning, collecting, processing, documenting, providing and storing data. The aim of managing research data is to ensure the acc. The team of the FDM Competence Center provides support in a variety of ways.
Core Facilities
HHU's research core facilities and technology platforms offer a wide range of state-of-the-art technologies that are necessary for carrying out demanding research projects. They enable scientists to use specialised equipment that often goes beyond the resources of individual institutes. In addition, they contribute to the standardisation of methods, which improves the comparability of research results.
Once a year the Core Facility Symposium takes place on campus.

Outreach and Communication
Science Communication and Transfer
The Citizen Science unit is responsible for implementing the HHU public engagement strategy, referred to as the Citizens’ University (“Bürgeruniversität”). The main objective of the strategy is to promote dialogue between science and society in a wide variety of ways.
Within the framework of the Citizens’ University, HHU researchers can apply for funding in the areas of science communication, research and citizen science and teaching. The Public Engagement Team Unit team would be pleased to advise and support you. In addition, they offer Training on various aspects of science communication on a regular basis.
The free public events programme is a further key component of the HHU public engagement strategy. It offers a range of topics and formats from all areas of the University throughout the year. You can find upcoming events in our online calendar.
Internal and External Communication
The HHU Press and Communications Unit is the first point of contact for media and press inquiries, which should be answered in consultation with the unit. In addition, the Press and Communications Unit is responsible for sending out the daily media review (Medienspiegel), for which you can sign up (mailing list), the internal HHU newsletter, and the HHU Magazine.
HHU can also be reached via numerous Social Media Channels.
Corporate Design
We all convey the “personality” of HHU and our values outside the organisation, along with our visual identity. The Corporate Design (CD) of HHU (via Intranet Access) also contributes to ensuring that campus-wide communications project a consistent image. The CD supports both our employees and external service providers when preparing means of communication and aids the design and reproduction of media.
